Rogers Communications review: Unauthorized charges

On my already high Rogers services bill there is 4 X $16 charges on my bill for Roam like Home US charges. The thing is I have not been to the US in over 20 years. I was at Long Point Ontario in September which is clearly not in the US.
I called about these charges and the agent said that there should not have been any charges and it is a billing error.
Well they didn't reverse the charges and I called back to a different agent who told me that the charges were for internet usage even though I was in Ontario and they won't reverse the charges.
I used the wifi provided by the hosts in Long Point.
I have a concern that next month I will be going to Niagara Falls Ontario and staying at the Hilton and will I get another bogus charge for Roam like home US just because I will be close to the border and can I expect this "exceptional service feature" from Rogers going forward?
