According to your staff, the package was refused entry by U.S. Customs. While I understand that customs clearance is not entirely within FedEx's control, the fact remains that:

2. No proper guidance or warning was provided at the time of shipment about possible customs issues.
3. I have now received the luggage back, yet I have been charged the full shipping cost, despite zero delivery being completed.
I believe I am entitled to a full or partial refund, as the delivery service was not successfully provided. I respectfully request the following:
* A written explanation or proof of the customs refusal
* A review of this case for a refund or account credit
* Clarification on your refund policy when a shipment is returned due to customs issues
