Dollar Tree shopping baskets can't leave out of the store

I shop at this location several times and I don't think its fair that we as customers are not allowed to take the shopping carts out to our cars, when we have heavy items to carry. You also have to think about the elderly people who has to struggle with the heavy items, you can see that the baskets don't leave the parking lot. Please consider this suggestions, it will be a big help.

This is like the 4th time I've stopped at this one and they haven't been open on time! Just unlocked the doors at 9:20 today. Then the manager Bruce is always complaining about how he's over worked and having to run a register every time I come in here.
