Google / non - responsive to serious account and technical problem

I've been locked out my account due to a strange glitch in the password reset mechanism. It keeps sending the code to an incorrect phone number. I've tried to reach the appropriate department all to no avail. No one ever responds. People who answer the phone at the main office are rude and won't put me through to the account or tech speicalist. I want to get back into my account and an apology.
