Family Dollar review: magnavox universal remote control 731398345014

I purchased a universal remote control for my tv. I opened the package inserted batteries it never functioned or turned on. I put it back into the package returned back too the store with the receipt to get a full refund and the cashier said your policy says you don't do refunds on electronics so if the remote is defective, it's my loss? How is this even legal? I'm going to find out what the refund policy is and I'm very disappointed to know this. This is the first time I've heard such a thing. I am an everyday shopper at family dollar and I won't be if this is the customer service you provide.
