Beware of Capital One 360 bill pay service when your payee is mailed paper checks. Capital One's process is to create the check and send it to the payee by USPS. At the time the check is created, Capital One withdraws the check amount from your account -- not when the check is cashed by the payee. In the unfortunate event of the payee not receiving payment, Capital One does not try to resend payment and they consider this transaction closed. Their process is for the customer to 'dispute' the payment and Capital One will investigate the issue which takes up to 10-45 business days to restore the funds (if they decide to). They do not use tracking on these payments so no one really knows what the issue was (Cap One or USPS). It is up to customer to create another bill payment for the payee (but the original transaction funds can't be used for the new bill payment). This practice is not disclosed to customers in the terms and conditions of the bill pay service. This practice is vastly different from banks such as US Bank, where their service is limited to creating the check and mailing it to the payee on your behalf; the funds are NOT withdrawn from your account until the check is cashed.
