Goodwill Industries review: Item being help on floor for over two weeks for a customer

I live in Tavares Florida, I shop at the Good Will Store 18573 US Highway 441, Eustis, FL 32726.

I recently noticed a Upright Medical Scale on the Store Floor and it had a SOLD sticker on it, this was two weeks ago, I walk in the store again today, and that same item was still on the floor with the sold sign on it... I asked a employee to check and see if I can Purchase the item since it was still on the floor. The Employee came back and said, The reason its still on the floor is because the customer that paid for it worked out something with the manager. And it's NOT for sale anymore... My Question is this, the scale can fit in ANY CAR, why is it still there on the floor, also, what is the Policy for purchases, because I've paid for MANY large items, I was told Police is 24 to 48 hours. This Scale is STILL on the Floor after two WEEKS... I want to purchase the item, and very upset I can't...

Can a Manager Do this? I don't think they should be allowed to do this...

What is the True Policy of holding items for customers...
