JC Penney review: Customer service

I tried to pay off my card. First I was transferred 3 times. The third person was outside or in a car because I could hear the wind through the phone. It was very hard to understand them. I haven't used this card in years bc interest rate was so high. I have been paying small amounts since however every person I talked to claimed they were not the right person. Then I was hung up on. So needless to say I haven't been able to pay my card off. I feel like maybe they force ppl to pay high interest rates vs paying it off. Jcp is a joke.
