Why have two signs on the door that you cannot enter without a "mask"?

I was at the Speedway on December 3rd, 2020 on 28th Street and East Paris in Kentwood, MI and numerous men and women without masks and were still served.

Is this a violation of Speedway?
Was the clerk at fault for servicing the individuals?
Why were men and women allowed to enter in violation of the signs? Is someone posted outside or inside like 'Sam's?

I took no action other than leaving with the mask on?
