IHOP review: Burnt steak tips

Today 01/30/2021 my family and I went to IHOP on 6450S US Hwy85 Fountain, CO 80817. We got there at 3:30pm. We were immediately greeted and got a table within 5 seconds! There were only 2-3 tables with customers so I thought that we were lucky that it was almost empty which means that we will be serviced faster... 36min later we got our food. I ordered "Sirloin Tips n eggs" and the meat was burnt! I was starving so I proceeded to try it and but couldn't eat it, not only was crispy burnt but tasted as burnt as it was. Our waitress (Jessica) came back to ask how was everything and I told her about my food, she kind of knew I could see her reaction. She apologized and offered me to re-do my order. At this time I was almost done with my eggs and hashbrowns (did not touch the meat) and my 1yr old was making a scene so I told her that I didn't want to wait another 30+ minutes that I was just not going to eat it.
She was very apologetic. At the time of getting the check I noticed that they didn't bother to modify my order. I don't know I guess that I was expecting to pay a descent amount for hashbrowns and 2 eggs but instead they charged me $15.99 for the Sirloin Tips and eggs.
My husband is a gentleman and did not say anything, he paid the full order plus the tip. We were out of Ihop by 4:28pm.
If I knew that they were going to charge me, of course that I would've asked for the meat. But I'm still questioning how in the world a chef allows that kind of meat to go out in the first place?
My complaint, my disappointment is not about the waitress but the cook and the lack of common sense that it was not my fault that I received burnt meat and didn't want to wait for another order.
For $15.99... These were the most expensive hashbrowns and eggs that I've ever ate in my entire life!
As we were leaving we could hear the waitress yelling in the kitchen "these are burnt!"
