Greyhound Lines review: State taxes taken out of refund on states I didn't get to travel to

I booked a trip from Cleveland to Atlanta. I ended up cancelling due to finding a flight out for the same price. I was charged for every state between Cleveland and Atlanta and received a voucher for half the fare I originally paid. I paid 156.00 cash for the trip, I received a voucher for 98.00 when I cancelled. On my receipt I was charged for every state between Cleveland and Atlanta that I did not travel to. That's the point of getting a voucher after cancellation so you can reuse the funds towards another trip right. How can I be charged for going through a state that I never entered. This robbery without a gun. I have to book another trip now that's over the 98.00 or I just lose my money. Rediculous! If I had known that my trip was non-refundable, I would have just took a plane to begin with. I think my may talk to my lawyer about being charged for states I didn't get a chance to go to though.

Desired outcome: More information on this ridiculous policy and a state tax refund. I haven't traveled in 20 years and was not aware it changed so much.
