Canadian Tire review: Was charged for 3 garbage pails but only received one - was to receive refund on my master card for 2 garbage pails but never did

Online order in amount of $124.24 charged to my master card - went Friday april 24 to pick up. Order showed 2 garbage pails for cost of $59.98 plus tax (part of the order) but only received one garbage pail. The girl fulfilling the order said she would need my credit card to issue a refund for the two garbage pails originally ordered and then she would re-charge for the garbage pail I received that day. The charge for the garbage pail that I received was $10 + tax more then originally ordered 3 days earlier. This charge appeared on my master card within 24 hours. the reimbursement for the two originally ordered DID NOT appear on my master card.
I returned to Canadian Tire in Bolton, Ontario the next day to advise of this issue. I was told by Joseph - supervisor that I needed to wait for the reimbursement. This does NOT make sense - if the charge for purchase went through, no reason why the reimbursement didn't go through. I was then told by Joseph that he spoke to store manage Jade who wrote on my receipt (that showed that I had received 2 garbage cans and NOT 1) that I would receive reimbursement for 1 garbage pail plus $10 overcharge on the garbage can I took home the day before. I corrected Joseph that I was to be reimbursed for two garbage cans because I had so far paid for 3 garbage cans but only received 1. Joseph then spoke to David - regional manager who told Joseph to tell me the reimbursement was coming and I should wait for. I am so pissed off at this point trying to get hold of someone from Canadian Tire either via phone at Bolton store or via email - which I have attended, called and wrote to several times with nothing forthcoming in resolution. I want my money back and im fed up with being screwed over by canadian tire.
To recap - I paid $67.78 for two garbage pails I never received, then was overcharged $45.19 for a third garbage pail that I did receive. So far I have paid $112.97 for one garbage pail when the original cost was $ $29.99 for one!
If this email goes unanswered like all the rest - you can bet your boots I will post all over every social media site, and in particular all facebook pages pertaining to Bolton Ontario so people understand how Canadian Tire is NOT very Canadian and is scamming people AND making no effort to resolve. I will be initiating an investigation with my credit card company as well
