Budget Rent A Car review: Rental car was dirty when I picked it up.

I picked up car 9th of May, Sam brought the car around and went inside. He didn't check it. I noticed that the floor mats were muddy I returned car 13th " Sam called very ugly and said I returned a dirty car dog hair and smoke.
