UPS review: Shipping

Was given a shipping window of 10-27 12:45-4:45PM. I had it all setup at work to accommodate me so I could sign for this package. Then it switched to 10-26 12:45-4:45PM, switched it with my work. Then the UPS driver shows up ONE HOUR AND FIFTEEN MINUTES EARLY! How am I supposed to be there to sign for a package when the driver shows up outside of the delivery window that UPS PROVIDED TO ME! Called UPS, some lady from India was less than helpful. So I went to the local UPS store, they were also just as useless. Called the shipper, was told that UPS requires 3 delivery attempts and then sends the package back. Why can I not just have it brought to the UPS store and sign for pick up there or even my work where they deliver every day any ways? Why can the driver just show up whenever they want outside of the given wondow? Why do I have to take a full day off work just to sign for a package? Too many ridiculous policies made by too many overpaid executives that don't know how the real world works.
