Farmers Insurance Group review: Homeowners Ins

My policy was not renewed in May. I didn't get anything because I was in the hospital from January until June. When I found out what happened. I tried to get them to reinstate my policy and they said they could not because the ins company was no longer doing business in California. I then Found another agent because I no longer could get ahold of mines. The new agent's name is Abiy [protected]. He was supposed to get a policy done and send it to My mortgage company. After the policy was supposed to be done. he said I needed to get a plumbing certificate we did for $300 dollars. And after that was done, I was told the policy was cancelled. I immediately called my mortgage company and got a policy from my reinstate date of 5/1/2023 per the requirement of my insurance company. they sent me a bill of 223.81. They claim it went to my insurance since they pay my policy. The mortgage company said they never got it nor the cancellation policy. Now I am being forced to pay the policy that no one has seen. Now it seems as I had a double policy isn't that illegal?
