To Whom It May Concern,

I am writing to formally document an incident that occurred on December 20, 2025, at approximately 4:00 p.m., at the WinCo Foods location at 11250 SE 82nd Ave, Happy Valley, Oregon.

On that date, I was shopping at this store when I was confronted by Loss Prevention and wrongfully accused of being a banned individual named “Andrew.” I was approached in a hostile manner and threatened with handcuffs despite repeatedly stating that they had the wrong person. I requested assistance from management.

When the store manager arrived, I explained the situation and was met with laughter and statements referencing my race, complexion, and facial hair as justification for the accusation. I found this treatment humiliating and discriminatory.

Law enforcement was contacted. I requested that a report be taken to document the incident; however, no report or case number was provided to me.

This was not the first time I have experienced similar treatment at this location. I am a frequent customer and had previously asked management to ensure that Loss Prevention stop harassing me. Despite this, the conduct continued.

During the incident, I specifically requested to see the photograph or identifying image of the individual I was allegedly being mistaken for (“Andrew”). I made this request twice—once to the store manager and once to responding deputies—but was denied both times.

I am requesting that WinCo Foods preserve and provide any photograph, image, or identifying record used by Loss Prevention or management to identify or ban the individual referred to as “Andrew,” as this material is relevant evidence.

Please also preserve all records related to this incident, including surveillance video, Loss Prevention reports, and internal communications.

This letter is provided for documentation and preservation purposes only and does not waive any rights or remedies available to me.
