Complaint Against Valve Corporation (Steam)
Valve Corporation, operating Steam, is refusing to restore access to my account and to games I have already purchased, despite answering their requests with all the information I possibly can. Related Steam Support Tickets:

BACKGROUND
I no longer have access to the email associated with my Steam account. I need Steam Support to change the email address associated with my Steam account, so I can get the verification codes needed to log in.
Before changing the E-mail address on my account, Steam Support insists that my identity be verified with a CD Key. I provided multiple forms of information intended to verify my identity and ownership of the account, including official purchase receipts issued by Steam. However, I do not have a CD Key to give them.
UNREASONABLE VERIFICATION REQUIREMENT
Steam Support has repeatedly stated that my identity cannot be verified unless I provide:
“an image of the CD key … a full‑color digital photo or scan of the CD key”
This requirement is impossible to satisfy in my case because it does not exist for digital purchases. Steam provided me with digital purchase receipts, which I submitted in above tickets.
Despite explaining multiple times, that I do not have the documentation they are requesting, Steam Support continues to reject my submissions without offering any alternative to verifying my identity.
IMPACT
As a result of this rigid and impractical verification requirement I am locked out of my Steam account and denied access to games I have already paid for.
Desired outcome: Access to the games I've already paid for.
