The HEB Visa Prepaid card is fraudulent. They demand all of your personal identity (social security, Date of birth, etc) and you have to agree to disclose all of your personal identity plus credit history and transactions, to third party marketing agencies. You are not provided with the contract until after you purchase the HEB Visa Prepaid card and there is no way to opt out. If you try to cancel HEB and Netspend will give you a huge hassle. Netspend said HEB could have cancelled and refunded. HEB kept on leading us on, saying that we had to wait for someone that never arrived. And the HEB supervisor pretty much said that “we are not returning your money and do what ever you like” in a very arrogant manner. Netspend wouldn’t talk to us unless we said our card was stolen and then they said they would mail our money back minus $6 and 20 days, which we accepted. After over a month of waiting we received nothing. We then called Netspend and stated again that our card was stolen so that they would talk to us and after more hassles they mailed out our money. Opting out from the privacy policy cost us $7 dollars for buying the card and $6 dollars to have our money refunded after over a month for an amount of $100. Do yourself a favor, by keeping away from these scammers.

Nobody told you to buy that card...but YOU did.
Nobody told you to disclose your personal identity...but YOU did.
Nobody told you to agree to the card without reading its terms and policies...but YOU did.
What i dont get from your story is why YOU wanted a refund.
What i do get is that YOU lied to get money back.
And YOU call them fraudulent and scammers!!
I think the problem is YOU!

@WTFiswrongwithyou?? They are scammers because innocent people are buying them thinking they are gift cards and they are not. Perhaps it's our own fault, but with that many people making the same mistake, I think h.e.b. and NetSpend need to change their ways and tell people that these are not gift cards and you will be asked for your personal information.

Hey wtfiswrongwithyou?? Many people are tired of the netspend card, do you work for that company? Are you paid to defend criminal and theiving actions?
This card was designed to milk poor people of money. Period. Its a form of income for HEB and it sickening they are getting away with it.
They sell the card as a product to "help" people who cant, dont, or wont have a bank account, and you are a complete ### for attacking someone who is having issues with these thieves.
HEB dosnt care anymore about the people who made that chain what it is. They are more concerned about wal mart beating them and taking more of their shoppers.
This card has done more to move me to wal mart than anything wal mart has done to entice me.
I had money taken from my card and when I called to talk to someone about stolen money, they had the nerve to ask if it was ok to charge me a service fee to speak to a person to report missing money.
WTFiswrongwithyou?? prolly works for them, right? Who defends bank cards that steal and nickle and dime?
Ohhh it was in a contract so it MUST be legal and ethical and without recrimination.

Like other financial companies, we are required by our bank, as well as MasterCard and Visa associations, to be compliant with AML (Anti-Money Laundering) and BSA (Bank Secrecy Act) laws. Both laws require that all financial institutions verify the identity of each account holder. This requires us to collect information from cardholders for verification.

We also provide the option to opt-out of information sharing at no charge. This information can be found in the Privacy Policy provided at the time you receive your card.

The only time we will assess a fee for contacting our customer service is if it is to check your balance. All other concerns, such as disputing a transaction, would be free.
