City of Tshwane Metropolitan Municipality Noise Level

Dear All

I would like to lodge a complaint against the people who work in the church yard opposite to Bateleur complex, 41 Chervil Avenue, Annlin.

The noise comes from the machines they use to blow fallen leaves, grass cutting machine and back generator.

The main issue is that they sometimes start very early in morning which makes it difficult to rest. During the week is difficult to work from home due to this noise levels

City of Tshwane Metropolitan Municipality Closure of account and refund after transfer of property

CITY OF TSHWANE - MRS DP CROUS - 47 PRINCEPS CRESCENT GARSFONTEIN - ACCOUNT [protected].

Property was transfered to purchaser on 4 December 2017. There have been numerous emails to City of Tshwane to close the account and send the refund to Ramsay Webber Attorneys who attended to the transfer and Rates Clearance. City Tshwane keep stating that I must call on them to make the arrangements but I have responded that I am in Johannesburg and they are required to close the account on being notified of the transfer. I have sent a number of emails to the City of Tshwane Ombudsman since 21 October 2021 but I have yet to receive a response.

David Anderson (Executor for the late DP Crous)

Desired outcome: ACCOUNT CLOSED AND REFUND OF R 3 034-11

City of Tshwane Metropolitan Municipality Municipal account & excessive billing

Hi,

We have been cut illegally, we pay our accounts every month, last year July / August we received a municipal account that was over R16 000. We raised it on the tshwane website as a dispute using our login credentials. We have followed up monthly since then only to have no feedback and we were subsequently cut on Friday 03/12/2021. REF#[protected], REF#[protected].

The bill is now over R25 000 which we have said numerous times that there is something wrong.

We have requested that the power be reconnected but no one is doing anything, we have been without power now for over 48 hours and the call center has no clue how to address this issue.

Desired outcome: power restored and billing revised and resolved

City of Tshwane Metropolitan Municipality Unlawful building

Thank you for the opportunity to communicate with you.

I have been a resident of Jan Niemandpark for more than sixty four years. During this time I was priviledged to experience the growth of the area. Unfortunately not all development was to the advantage of the suburb or the community.

I have noticed that at 14 Wolmaransstreet, Jan Niemandpark a block of flats with 26 units are being constructed.

To my knowledge this stand was zoned to be residential 1 and that a block will never be permitted.

I have spoken to my neighbours and they all are of the opinion that the construction should be stopped and that the structure should be demolished.

Desired outcome: Demolish of unlawfull building

City of Tshwane Metropolitan Municipality Incorrect adjustment of electricity usage stand 3235 Refilwe X4 Acc no [protected]

Account number [protected] ME Mokoena. Electricity readings was incorrectly adjusted on 03/06/2021 UNABLE TO ATTACH SUMMARY - please send email address I can mail it to
The current reading of 31/11/2018 namely 12050 was deducted from the current reading of 05/05/2021 without taking into account that as from 31/11/2018 the usage was billed and paid for every month.
The electricity usage was thus up to date and the adjustment from 31/11/2018 was incorrect and not needed.

City of Tshwane Metropolitan Municipality Water Estimations

I have complained on the City of Tshwane website and nothing has been done. My water bill started increasing very drastically from July 2021, I wrote a complaint in August to let the City know that the estimates they are making are incorrect.

My water bill has always been about R500 to R800 a Month, now its at R10 000, this cannot be true as our live style has not changed and our pool has been covered and closed since March 2020, besides that we don't fill up the pool with municipal water.

I requested someone to explain to us how the bill is climbing so high to no help, we have even paid a service provider to look for licks and there is none. My assumptions is that the City is trying to over charge us to recovee from its bankruptcy as reported this year. This is wrong and unfair treatment of citizens.

Desired outcome: Please cancell the wrong charges and send us the correct billing statements.

City of Tshwane Metropolitan Municipality Deposit arbitrarily increased/Interest charged on queried amts & bogus Miscellaneous charges

Acc No: [protected]
1) Acc opened Dec 19 (Trf of Prop). Deposit of R1, 350 (based on 1 months L&W) paid upfront. On May 20 Inv (dated 02-06-20) a Miscellaneous Charge of Security Deposit Increase of R1, 270 appeared. Querying it got a myriad of different excuses which even though I disproved wasn't reversed.
2) Interest charged on the above amount which was being queried, hence not paid. Security deposit increase paid in Nov 20. However Interest incorrectly charged not reversed. In fact Feb 21 Invoice (dated 02-03-21) had Interest charged on outstanding Interest not reversed. Thus the amount of interest incorrectly charged & to be reversed amounts to R696.45.
3) Three Miscellaneous items on this June Invoice (dated 02-07-21)
3.1) Adjustment rate 2019/20 R939.03
3.2) Waste Management Adjustment 2019/20 R984.91
Bear in mind this account did not exist in 2019 and meter readings were uploaded on e-tshwane & charged out monthly. How is it legal to back charge & so arbitrarily & with no proof or valid reasoning & explanation.
3.3) Security Deposit release -R854
Here we have a reduction of the Deposit paid. The deposit paid of R2, 620 (R1, 350 + R1, 270) is showing as R1, 766 now. I assume the deposit "release" is to make the other fraudulent charges more palatable.

I have no idea what the freaking hell The CoT Council is doing with my account & what vendetta is playing out here. It's very hard to get any kind of response. Well, to be fair, e-tshwane support responds & asks customercare to respond with nothing happening. Even escalations ignors the queries.

I don't know no one can take responsibility & that Invoicing are allowed to charge whatever they feel like, even to back dating & increasing rates. Not even getting into best practice, but how is this legal? It's dishonest, unethical & fraudulent. Absolute thievery.

I haven't even mentioned how in May 21, we were forced to switch to prepaid electricity & how we're being overcharged for that too. R3.06 per KW is highway robbery.

Would really appreciate some assistance as I've had no joy with any of the emails sent nor with the queries loaded on the e-tshwane website.

Kind Regards
F Osman

Desired outcome: Response from CoT. Credit of incorrectly charged interest. Reversal of bogus, back charged "adjustments" & correction of the deposit actually paid.

City of Tshwane Metropolitan Municipality Unethical Behaviour

To whom it may concern,

In August of 2020 my Auntie moved out of the address to which this account is linked. She wrote a letter to Customer Care via email to say that she would like to have the line disconnected. We received confirmation that the email was received. Her last statement she received was marked August 2020 which she received by post. No further accounts were received after that. She is elderly and infirm and has no way to access electronic statements.

As she did not receive any further statements, she assumed the matter was settled.

Last week, someone contacted her to say they were cutting off the electricity at her old address for non payment.

Noone lives there, and the electricity was switched off at the DB board last August, and yet, there are electricity charges (ESTIMATIONS) for this address. The reading at her old address was and still is 07706.

She should not be held liable for your estimations, especially when the electricity was not used.

She went to Customer Care at the Tshwane Centurion offices and they told her they could not help her and she should pay what she has used. She did not use this electrocity, no one did. No one lives there.

To take advantage of an elderly and infirm woman is unethical and unacceptable.

I want to please speak to a manager immediately regarding this case. She earns R6000 a month, now she is being told to pay R7700 for a service she never received.

Please revert with how to fix this immediately.
Thanks so much,

Taiki Dimas on behalf of Klisina de Wit

City of Tshwane Metropolitan Municipality Miscellaneous charges on municipal account

Dear City of Tshwane

Account No: [protected]

We have been charged with miscellaneous charges on our account for two consecutive months now without any explanation of what this amount consists of and how it was calculated. The first amount on the June 2021 account was close to R1500 and the latest for July 2021 exceeded R2000.

We have lodged numerous complaints on your website following the complaints portal as well as tried to call without success.

This type of service is unacceptable. We have a right to know what we are paying for, and since we pay for services it is also our right to have such services rendered.

Can we please have assistance to resolve this issue?

We look forward to hearing from you.

Desired outcome: Clarity/refund on miscellaneous municipal account charges

City of Tshwane Metropolitan Municipality I am complaining about House plan

I submitted my house plan in September 2020 in Akasia Municipality and till today the plan has not been approved. The plan is now stuck in Planning department. Last week I was told that I must take the file back to the Architecture for him to complete some information in one of the forms, I did that and took it back to the municipality. Today, I went there to check if it has been approved and the person who assisted me told me that I must take it back to the Architecture and when I asked him what is it that is required he just shut me down. He said I must take it back to the Architecture and when I asked him where are the remarks in the file so I can see them, he says I will get them where I got the first ones. Imagine? The file is too big and the other thing is that I needed to be told and explained what made the plan not to be approved so that even if I go back to the Architecture I know what I will be talking about. They don't even bother telling you what is required and the reason I needed to know again is that I wanted to know everything that is required so that I don't go back to the Architecture again. I wanted everything to be attended to and not piece by piece like it is happening at the moment. I don't know what do and where to go so I can get my plan approved. If there is something that need to be done then I must be told and I will do it just to get it approved. I am sending this email because I don't know what to do. Can I please get someone who is willing to explain what is required for this plan to be approved please. I am tired going back and forth. TODAY 16 February 2021 I went to the Architecture and he was also surprised as he does not know which form need to completed. We did completed the form last week with the Architecture and they turned it back. The problem is not with the plan, the plan is in order but what I have been getting is that I must take it back to the Architecture with no explanation.
Do we have to suffer like this for a plan to be approved? Is it true that everything you want South Africa you must bribe people? I paid for plan to be drawn, I paid for the charges the municipality wants me to pay, so I must also pay them to approve the plan? I am not going to do that? Why must I bribe people to approve a plan? I am not a foreigner who pay bribe for everything. I need my plan to be approved, I can even go to the Presidency if need be. I am tired of going back and forth with no explanation.

Can I please be directed where to go and who to contact. I am tired and now I don't know what to do as my Architecture does not know what to do anymore. If there is someone I can take my file to so the person can check if it is true what they are saying. The file has everything required, all the forms are completed and the plan is in order. The plan went to different units and they all signed it off. E. G Legal, fire, spatial ect. I am tired and the service I have been receiving in that Akasia office its so horrible to say the least. The attitude and the tone of these people is so horrible. No one is willing to explain anything to me because I am not paying them a bribe. I am not going to pay them a bribe, I need to be serviced fairly. They are all getting paid there.

Desired outcome: I need my house plan to be approved

City of Tshwane Metropolitan Municipality account query (plea for p.o.p) - account 5004463462

I have been struggling for years trying to get a job which affected my Tshwane Municipality account where I made my arrangement however fell off due to unemployment and I had no idea there was a P.O. P department if one experience such. After 3 years of temp jobs I finally got permanent but got affected due to COVID-19 and was retrenched. Seeing this time I have no way out due to my age I tried the renting out of my house option but failed and now had bank on my neck and thought of selling option than to lose the house through attachment. Sadly this is a bad time to sell the house value is R890k - R900k but due to current situation had to sell for R740k with an outstanding of R632k. From this levies and agent amount expected to be paid out for clearance including Tshwane Municipality where I was referred to to Sivhane office on 3/12/2020 to negotiate reducing amount from R42k since I am unemployed and I have no idea how I got to this amount either, was sent P. OP office which said they cant help me as I needed to be in their system for 2 years, was then given names of 2 financial directors based in SDK office where I tried to call with no luck and have to send plea email giving my story and a plea to reduce my bill or possible cancel as the transfer lawyers stated my sale won't be able to cover my bill (which means I am just giving away my house I invested all my life for years with no return) at my age of 54 obviously I will never be able to have a home that is mine however just want to have peace under these circumstances not be indebted on top of being homeless. this issue is now delaying the process and I have no money or penny on my name and the new owner want to move in with a clearance certificate from Tshwane Municipality. I am completely lost by being sent from pillar to post and how do I get out of this or resolve this and offices closing soon?

City of Tshwane Metropolitan Municipality Incorrect billing

Good Day

I have been receiving accounts from City of Tshwane and every time the amount for water and electricity are questionable. I have been advised that they city uses estimates but now I am at point where the account has more that tripled. My efforts to send complaints via etshwane and phoning has proven to be fruitless. I would like my account to be re accessed and the monthly estimates be aligned. I would like an option to provide the municipality with my own readings for water and lights. On the 14th Of November 2020 I received an sms that I owe R 20 771. 83 and on the 22nd of November another SMS that I owe R 30 299.67.

City of Tshwane Metropolitan Municipality Clearance figures department for property transfers

23 september 2020 condition of treason revised and assigned to the tshwane muncipality section related to calculating and processing clearance figures

To: mayer of tshwane via personal assistant sally motebele sallym@tshwane.gov. za
To: chief of staff nasiphi h moya nasiphim@tshwane.gov. za
To: divisional head performance monitoring and evaluation sello mphaga sellomp@tshwane.gov. za
To: adv. audrey gwangwa (registrar) audrey. gwangwa@drdlr.gov. za
To: complaints. deeds@drdlr.gov. za

My name is janine and I originally assigned the deeds office of tshwane a condition of treason but based on their reply (see attached) the fault lies with the municipality section that calculates and approves clearance figures for the following reasons relating to unit 5 elizabeth court 201 wf nkomo street:
1. failure to close the account of the previous owner of the property mr tf tlomatsana (see document emailed to me on 23 september 2020 even though the property transferred to ownership under my name in january 2020 (see registrations document attached)

2. failure to complete the deed of transfer in a reasonable time period due to incompetence. I have sold the property in pretoria west since and we have been awaiting a clearance certificate since march 2020. we have applied more than 2 times and paid timeously each time and then it has lapsed due to internal incompetence at the deeds office

3. overcharging for rates and electricity. in total I have paid r1007, 39 on date 21 july 2020, r2245, 86 on15 september 2020 and now a week after the latest clearance figures were sent to my attorney I have been told we cannot get the transfer done because we still need to pay r1637, 38 as new billing was done since the clearance figures were sent to us. in total I have paid r4890, 63 (please see dated emails attached) which doesn't make sense to me when the property has an average electricity bill of r600 per month and a rates of r72 per month and we had no tenants using any electricity from 1 march to 1 june 2020. (see my most recent electricity statement attached) and they pay electricity each month.

Treason is defined as betrayal after trust.
A condition is defined as a state of being or existence
It will be found gruesomely enough that a person who accepts a post or position and then doesn't function as it, will inevitably upset or destroy some portion of an organisation.
By not knowing he/ she is the_ (post name) he/she is committing treason in fact.
The results of this can be found in history. a failure to be what one has the post of position name of will result in a betrayal of the functions and purposes of a group.
Therefore the deeds office staff, management of the deeds office and the management of staff in the tshwane municipality are in treason against the group of people trying to do business and sell properties in twshane.
Recommendation: have each staff member in the deeds office, in management and in the tshwane municipality write down what their post is and what they are supposed to achieve to service the residents, business people and property owners in tshwane.

The condition below treason is confusion. so inevitably if you do not rectify this situation the whole of tshwane including all residents, businesspeople and the whole municipality will descend into complete chaos and confusion which leads to job losses, violence and death.
The condition above treason is that of enemy in which case you need to ask yourselves are you really an enemy of the people who want to live, work, own property etc. in tshwane
once you have established that you will go into a condition of doubt - do you continue with your current modus operandi or do you change by examining
1. what are the actual intentions of the deeds office towards property transfers
2. what are the actual statistics of the deeds office in tshwane
3. decide on the basis of the greatest good for the greatest number of items whether the deeds office should be fired or helped or re-established
4. evaluate your own intentions
5. evaluate your own statistics
6. support or attack the current deeds office operating basis and announce the fact publicly to both sides (us the people trying to get properties transferred and the deeds office management and staff)
7. do everything possible to improve the statistics of the side you decided to join
8. suffer on up through the rest of the conditions
Then you will get to a condition of liability.
1. here you must decide who are people you support who are really the people helping you
2. deliver an effective blow to the enemies of the group you were pretending to be part of - despite personal danger
3. make up the damage done (correcting bills and catching up backlogs)
4. apply for re-entry to the group (send an apology letter to affected transfers or on your website and state how you will improve service delivery going foreward
Then you can establish a new improved relationship with your clients (us the people trying to live, work, do business in and own property in tswhane) by asking what is needed and wanted to continue to provide good service.
(conditions curtesy of l.r. hubbard - justice and ethics)
I look forward to your quick response to this situation.
Sincerely,
Janine

City of Tshwane Metropolitan Municipality Unethical charges

On the 22nd of June 2020, the municipality charged my account (Account number [protected]) with a "Miscellaneous Charge" of R2149.81. After querieng this, they claimed it is for an additional deposit. Now for fearing of being cut of the service, I duly paid my account.

Further to the matter, the account should be updated with the increased deposit amount, but it did not reflect in the invoices received after this. It has been now two months without any further feedback and the issue is still unresolved.

I urgently require the return of the money, or correctly reflected on my account.

City of Tshwane Metropolitan Municipality Billing not corrected on correct meter readings

Hi city of tshwane has raised a security deposit on our account without our permission despite having paid a r124 000 deposit in 2010. Furthermore the account is in arrears as the off peak meter is over charged for 3 months and they wont correct it.
When we go into the council they say they cant correct it again as they will be in trouble for creditting our account? What is that? They incorrectly corrected it the first time!
