When we called to set up the rental on the phone for a car WITH NAVIGATION/GPS, they said "No problem". We were to pick up the car at the Norfolk Intl. Airport in Virginia on October 24th, 2023. When we arrived there, I confirmed with the counter girl that the car had Nav./GPS... she said "Yes. It should be all set." I then agreed to the additional insurance and the additional gasoline charges (I can return the car w/o filling the tank myself - they'd fill it.) She then directed me to the Avis booth in the garage where I met the attendant. I handed him all the paperwork. He handed me the key to a 2018 Ford Escort in slot 8. I then discovered it did NOT have Navigation / GPS!

I went back to the booth, and he checked it and agreed that it did not have it. I told him I NEEDED Navigation because I was down there for the week to conduct my own business (Geocaching). He said ALL THE VEHICLES he had there, none of them had Navigation.

I had no choice but to take the Escort.

Several Budget/Avis employees tried to get my Android phone to work with the USB cable to display on the tiny screen in the car. Nobody could get it to pair or work with that car.

For the entire week, I could NOT do what I went to Virginia Beach to do! I couldn't drive to but a few places in 1 days use.

When I returned the car to the Norfolk Airport, I had used less than a quarter tank of gas and less than 30 miles total (most of which was simply driving to VA Beach and returning it to Norfolk).

Upon returning the car, the two female parking attendants were there checking in a bunch of vehicles. I told one of my entire dilemma and she (Michelle) told me some disturbing news... the girl at the counter could have, and SHOULD have, given me a tablet to use as the navigation.

Now, I'm extremely upset, whereas I could have conducted my business with a large tablet.

Michelle printed me out the receipt and said there wasn't anything more she could do, except advise me to file a complaint and ask for some money back.

I definitely feel cheated, and I'm definitely not happy with this whole ordeal.

I'm a retired NH State Police Supervisor and am on a fixed income. I can't afford to simply "throw away money" and not get what I was promised.

I've attached a JPG of the receipt.

Claimed loss: To be determined.

Desired outcome: Most of my money back.
