Arizona Medical Board review: HIPAA violation

Nov 6 2025 I went for follow up visit to dr. Leff. This visit was to review the ct scan he ordered, and apparently also results of many blood tests he requested. Although on my prevous visit he romised we would figure out what wrong or going on wth me, and had several (like maybe 10) vials of blood taken for various tests, dr. Leff never shared with me what they were for or why. So on nov 6th appt., he seemed only interested in confronting me about one of the blood tests he had done, a drug test. A drug test without my knowledge or consent! now dr. Leff's attitude and interest toward me or my healthcare is nonexistent.
In fact, he offered that I can get another opiion, even go to mayo clinic.
I never gave him permission to submit my blood for drug testing I dont even understand why he woud have done it. But I know he is not allowed to do that.
He violated my right to privacy, hipaa laws, my trust medical code of ethics. And I want him to be held accountable for his actions and punished accordingly.
