United States Postal Service [USPS] - never answer phone to actually make an appointment!

All state an appointment is required!
However no one ever answers the phone during the hours listed on the website!
If someone just happens to actually answer before 9am or after 4pm they will not help you at all and say to call between those hours when of course no one answers to even be able to make an appointment!
