Delmarva replaced a broken gas meter in June of 2023. They didn't update the system to reflect the meter replacement. I was then sent a bill for $15,184.37. It was a paper bill that I missed in a pile of mail. I only found out about this on 8/15/23, when I received an email stating that I had a corrected bill. I then logged into my Delmarva online account and noticed that they had billed me $15,184.37. I then looked at my checking account and saw that it was withdrawn from there. I contacted them on 8/16/23 to inquire what this was all about. They admitted that it was a mistake and the charges had been reversed on 8/8/23. I told them that the money had already been taken from my account. After waiting a good amount of time on hold I was told that I would be issued a refund. I was told that I would receive a check in the mail in 3 to 7 days. At day 7 I didn't receive the check. I called them back and was immediately told that I should have been told 10-15 business days. I waited until the 15th business day and still didn't receive the check. I called back and was told that it would actually be a direct deposit back into my account and that I should expect to see it on 9/15/23. I didn't receive the refund on 9/15/23. I called back again and was told that the refund was denied. At this time I was told that I need to send a copy of my checking account statement so they could verify that it had actually been withdrawn. I faxed it over on 9/15/23. I got verbal confirmation that it was received. I then called back on 9/19/23 for and update. I was told that I would be receiving the refund for $15.184.37 via direct deposit. It was to hit my account in 24 to 48 hours. It is now 72 hours and I have not seen the deposit in my account. I have been in contact with the Delaware Division Public Advocate. They contacted Delmarva and requested that they contact me to get this resolved. I didn't receive a call from Delmarva. I contacted the DDPD again for further assistance. They didn't fully understand the gravity of my situation, they assumed that I was a commercial customer. They then requested via email, that this be escalated to a higher priority. I didn't receive a phone call from Delmarva. It is now over 24 hours since this was escalated, and I have not been contacted by Delmarva Power. They have had my money since 7/28/23. This has been one of the absolute worst experiences of my life.

Desired outcome: Please refund my money as soon as possible.
