Hertz / overcharging

Prior to travelling to Portugal in September I booked a compact 4 door manual car to be picked up at Faro airport on 20 September. On arrival at the Hertz location there I was informed that the car I booked would not fit 3 people and luggage and that I needed to upgrade at a cost of 138 Euros. We also prepaid for tolls in Portugal. On returning to the US my travel agent informed me that the car I booked was quite adequate for 3 people and the upgrade was unnecessary. I have contacted Hertz a number of times and they have been following up I was told. Today I was informed that the case was closed without even informing me. I was told that Hertz has no way of monitoring how agents in other countries behave.To add insult to injury I have received 2 charges to my credit card from Hertz Spain which I was told is for tolls in Portugal.
