Central Valley Power Electric Money Stolen

He asked for more than half upfront, but since he was licensed and bonded I gave it to him. He then asked me for more and refused to complete any of the projects for it. PGE confirmed that he lied about an appointment and that he never filed any paperwork. He said he would give me a refund months ago. There are multiple parties that have a claim against his bond, now.

Desired outcome: Refund
