OnTrac review: Why does UPS use this dreadful company?

I have gotten cat supplies delivered every month for well over 10 years and have never had a problem. My last order began with UPS, as it always has, but apparently if UPS is busy, they use this company to handle what they can not. OnTrac refused to deliver a shipment of a case of cat food, saying "undeliverable" which is ridiculous. Why is UPS still using OnTrac? What about a case of cat food, deliverable to a verified address, is undeliverable?

Recommendation: I advise you never to use this company. I will be complaining to UPS as well.
