Dear Madam/Sirs,

I am writing you concerning the highly questionable business pricing practices endorsed and performed by GILLECE Services at the above listed address. Whether they are committing FRAUD will be a question that you as the attorney general and your counsel will have to determine, however, I wish to alert you to an entire string of bad, dishonorable, questionable, unfair and unreasonable pricing practices being committed by GILLECE Services.

The bill for less than 2-hours of work totaled: $1, 307.87 for a routine plumbing service call which would normally cost $400.00 at the most and usually much, much less, even if the plumber were to charge $90.00 per hour, plus parts!* “Jerry” the GILLECE serviceman left the box that the part(s) he replaced came in. It was a “PROPLUS Waste & Overflow” (Model # BD1522), which is commonly sold at better supplies stores everywhere. At “ABLE’S TruValue Hardware” this same item is sold ‘retail’ for: $23.99 plus 7% tax = $25.67 -- which is the total cost of parts!

I believe GILLECE is cheating not just my 90-year old Mom, whom has congestive heart failure and was taken gross advantage of, but the entire city of Pittsburgh and the state of Pennsylvania, where GILLECE is offering and performing services, and I believe must be immediately investigated for possible fraudulent business pricing practices.

On February 12th, 2010, my 90-year old mother along with my sister whom quit her job in order to care for Mom contracted with GILLECE services to, “replace bathtub waste & overflow trap, drain & reconnect drain, ” which work was performed by Gillece.

Instead of charging ‘by the book’ and ‘by the hour’ as a car mechanic would do, as “Jerry” the GILLECE serviceman indicated to my sister, when he showed her ‘the book’, GILLECE charges ‘by the task’. (Except with Jerry's argument, they do NOT charge by the hour as do car mechanics!) In other words, GILLECE is taking the most mundane and routine of plumbing services and charging outrageous prices and taking advantage of unknowing and unsuspecting customers through designed and planned deception and in short deceiving the people of Pittsburgh as they did my mother.

On Monday, 15 February 2010, I contacted GILLECE to attempt to get my mother’s bill reduced, speaking to the ‘Customer Relations Manager’, Ms. Susan Cavill, whom quickly passed this responsibility off to ‘Celest’ whom when I called told me she would have to, “…pull the bill and check with the service rep” and that she may know something by, “…the end of the week.” When I further inquired why she, “…just can’t go across the hall and get it”, she told me that the crews do not come into the office every day… (The work was performed the week prior.) She said she would speak to the “CFO” about in the morning. I told her I would call back in the morning. That afternoon when I did call, I left a message with her and since then, have not been contacted. It’s Friday, February 19th 2010, and clearly GILLECE has no intention of contacting me back. And Here’ why!

I checked with the Better Business Bureau (BBB), first thing Monday morning. I inadvertently called a relative of Thomas GILLECE, Mr. Mark GILLECE who has a separate plumbing business, after checking Mark’s record with the BBB. His record showed one (1) complaint over the past 36-months for a BBB rating of “A+”, which any reasonable person would agree is an outstanding record of performance in the community.

When Mr. Mark GILLECE politely interrupted me as I was relating how Mom had been taken advantage of only to tell me that, “…we did not perform that service at that address.” I asked if the 831-6199, was not his number and he said “no.” He would not answer any question concerning them at all, but only said, “Call that number.”

Upon checking again with the BBB, this time I correctly brought up the record of “GILLECE Services” with Thomas GILLECE as president and much to my sickening shock, learned that ‘GILLECE Services’ record with the BBB showed a whopping (114) one-hundred and fourteen complaints over the past 36-months for a rating of “F”, which any reasonable person would agree is a consistently sustained, unsatisfactory track record of performance in the community, upsetting and frustrating scores of good citizens falling prey to this company, when all they did to deserve such treatment was simply do what my sister did: Looked in the phonebook!

Can such a business remain unscathed and beneath the Attorney General’s radar if so many people are being treated so unfairly and unreasonably?

Little wonder GILLECE had absolutely no intention of either calling me back or rectifying the gross billing error since I’m nothing to them but “complaint number 115” and they don’t believe they made an error because they are not in the business of performing reasonable, responsible plumbing services and would rather accrue and average of 3+ complaints to the BBB per month! (I can only imagine how many people are dissatisfied and do NOT contact the BBB! Surely, the BBB complaints are just the tip of the iceberg!) GILLECE Services does not care my Mom lives on less than $400.00 a month and they managed to clean out better than 4-months of social security checks with one-outrageously overpriced job!

As for Mom’s plumbing problem: It was an existing problem that was leaking drops down into the cellar for years. It wasn’t an emergency. It was a routine plumbing job, learned by novice plumbers during ‘Plumbing 101.’ Now, no question, it can be a complicated job. But not Mom’s. The house, though 60-years old, has a direct access panel, just the other side of the tub, in through the master bedroom closet, needing 30-seconds to gain access…after moving a few shoe boxes out of the way. It was a gravity leak. A simple fix by removing the old drain and putting in a new one; no need for heat with new copper pipe, just put in a piece of pvc-plastic pipe, which “Jerry” probably had laying on the floor of his truck and some glue. Truth is, a water-resistant, duct tape probably would have fixed the problem. No high tech, plumbing cameras required either. Less than 2-hours and done – out the door.

(Also realize, to put their outrageous pricing into perspective: I could have flown up from Florida, flew my brother in from Utah so he could ‘help’, stayed at the downtown Hilton, rented a car at the airport, fixed Mom’s minor leak, stayed a few extra days for vacation, charged dinner…and still spent LESS than what GILLECE charged Mom for this simple, basic repair! And…we had our entire house in Florida taken off a septic tank, dug to the street, laid new pipe to connect to the main sewage line, took a week to complete… for about the same price!)

I understand businesses are in business to make money. But not to CHEAT the public just as GILLECE Services sustained track record of performance indicates!

I implore you to open an investigation and get to the bottom of GILLECE Services gouging the disadvantaged and bring this unfair and unacceptable billing scam to an end.

We had a separated pipe in the basement. The drywall had been removed and we attempted but were unsuccessful in getting it to glue back together. Our water was off, and we called Gillece at 10:30 at night. They returned the call at 6:30 the next morning and said the technician would be out between 8 and 12. He doesn't arrive until 3, and then quotes me a price of $600! and won't guarantee the work until he is able to check the water pressure, which couldn't be done until the repair was made. An additional cost would have been charged if the pressure needed to be fixed so the guarantee would be granted. I also asked him to quote me a price on a leaking garbage disposal. Price for both the downstairs repair and garbage disposal -- $2600! I refused the repairs and had to pay a $65 fee for him to make the visit. We were able to get another plumber that evening who made the repair with Pex and couplers (Gillece repair would have been PVC and glue) for $200. Plus, he noticed that both shut off valves on the water heater were left off by the Gillece tech which could have caused the heater to blow from the built-up pressure.

I live in a house my parents purchased years before I was even born. About 15 years ago my parents had some work done by Gillece on the outside sewer line. My dad had complaints like many of you i see on here saying that after the fact he payed too much and he regretted going with them. Until this year when my sewer needed repaired again. Gillece was not joking when they said lifetime warranty. They sent a tech out to look at the problem an within a few days the issue was fixed. We didnt pay a penny. At the time was the work expensive? Im sure it was way more than any local plumber but in the long run it ended up saving us a ton of money. Im sure if we would have went with another plumber they wouldnt have come back 15 years later and repaired the issue for FREE...but this is just my personal story. Sounds like many of you on here are just cheap and too stupid to know or admit it.

First of all, it sounds like you had a unlicensced person; (definetly not a licenced plumber) do the repair for you.
2nd, it also sounds like he had shark bite fittings used for a perminent repair. Shark bite fittings are for temperary repair only.
3rd im not sure what kind of pipe you have through out your house, but if its polybutelene. you might be on borrowed time anyway.
polybutelene (gray) will fail completly. Only a plumber would know this.
4th your water heater will not "blow" because your incoming and outgoing water valves are off, water temp will reach therostat or gas setting for heat, and will maintain temp, if pressure does build up, it will discharge through your relief valve any ways, only a licensed plumber would know that.
and finnally, repair may very well have cost 600$, but i have trouble beliving a new garbage disposer replaced, cost 2000$. so either your bull ###, or not telling something in your ### complaint

Gillece came to my house 2 years ago for a $20 furnace inspection. They found $500 worth of repairs, told them to get lost. 2 years later my heating system (which at the time was only 9 years old) is still running like a charm. Have since made sure to use other, reliable, non-### companies. Gillece could care less about their reputation, as long as they rip enough unsuspecting people off to continue their unprofessional business practices.

This company has been nothing but good to me and my family. They give a permanant solution, not a handyman fix. They are good people that work there and they even installed a hot water tank for my mom for free because of her medical condition. I know when they leave my house it is fixed correct. Sometimes you gotta pay to get it done right.

I would be willing "Homeowner A" is a Gillece employee. do you think quoting 7000 for a new furnace for an average sized one family home makes any sense? As soon as I told them I had done online research they began to back track and said oh but our product is made in america. I don't know anyone who would pay 3 times the going rate just to have a product made in america. I got a quote from Mitchell for 1/3 of that price. They also tried to scare me with carbon monoxide levels measuring high. Why isn't my brand new alarm for this going off I asked? "I can't explain that" was the answer. Well, they gave me a faulty reading! In the end my furnace didn't even need replacing and was perfectly safe! When it does need replacing I will go to Mitchell plumbing. Gillece really should be brought up on charges for their beyond shady practices.

What a joke. Plumbers can't afford to charge the same as they did in the sixties! I had them repair my sewer line and they were cheaper than two other estimates. I thought they did a proffessional job and I love the lifetime warranty. I am a customer for life.

Yesterday, July 24, my air-conditioner broke and we contacted Gillece to see if we could get a service call that day in Springdale. The girl said yes and I scheduled between 12PM to 4PM which I thought was great. Around 3:30 someone called to say they were behind and could they come between 4 and 7. I agreed. At 6:30 they called and said they were really behind and couldn't come. Did I want to reschedule. I told them no, I did not want to go through another day as I have trouble breathing. My son tried to fix it but finally called a guy who opened his own business last year and has been a longtime friend. His friend told him to check a wire on the blower, it was probably broken. It was and in 5 minutes we had our air on. With Gillece it would have cost us a lot to have it done, according to all the comments I've read since then. I'm glad they couldn't come. It saved me a lot of money which I couldn't afford anyway. Thank goodness for A to Z in the New Kensington area.

Gillece Services Price Gouging & Poor Service

I had a leak in a bathroom sink, and called Gillece to repair it. I was told that I would need new supply lines, a new faucet, and new p-trap. I was quoted $2000 for the work, which I could not afford. I elected to just have the faucet and trap replaced, at a cost of $800. I had no idea what a rip-off this is, not being a particularly handy person.

A a few months later, the same sink has a major leak, so I called a different plumber to look into replacing the supply lines. This plumber told me the supply lines were absolutely FINE, and was appalled to learn what I had paid for the faucet and trap replacement. He told me he would have done the same job for $135. He also indicated that Gillece had done a poor job installing the trap, and this is what was causing my leak. This plumber did no work on my sink, and told me I should call Gillece to repair the problem.

In the meantime, thanks to Gillece's shoddy work, my bathroom vanity is waterlogged and ruined. I am currently waiting for them to show up and fix the leak, and can't wait to hear what they try to charge me for this. SCAM ARTISTS. DO NOT USE GILLECE PLUMBING.

Gillece Services Refusal to Reimburse for Work Not Done

On Thanksgiving day we had a clogged kitchen drain . With company expected within a few hours we decided to give Gillece a try. What the heck... right. The owner is always on TV and Radio stating how he personally guarantees his services... HAAAA. The service tech arrived and after about 30 minutes he could not get the drain unclogged with a snake and said it would be $1, 500 to take out wall to get to the stack. We'll obviously that was ridiculous and told him NO. He charged $180 + dollars for doing nothing. The next day I called a local plumber who came out and within 30 minutes cleaned out the drain and charged $150. I called Gillece to ask for refund due to them doing nothing for $180 and trying to con us into an expensive unnecessary job. They strung us along for over two months and then said they were not going to refund any money. Take my advice. DO not, under any circumstances call GILLECE for any service. They will rip you off and take advantage of any situation.

They came out 6/28/2011 we had a leak in are t/p vale on are hot water tank so we called them. I was home but I had to leave for work. They told my mother she needed an expansion tank. I want to work and called her she said it cost $1100 I was what she said the guy showed her in a book the tank alone was $900. When I can home I looked it up the tank was only $43.26 price is here (http://www.castlewholesalers.com/AMERICAN-AET-2-Potable-Water-Heater-Expansion-Tank-2-Gal-.html) why can't we do some thing about this

Gillece Services Poor Service and scam

Our toilet backed up Thursday February 4, 2010. We scheduled Gillece to come out the next day but they cancelled because of the weather. We rescheduled for Saturday but again they cancelled. We rescheduled for Tuesday and the technician was over an hour late from the last possible time given to us (they told us between 12-4 PM). The technician did not fix the problem and told us they would be back the next day. No one showed and we called only to be told they were overbooked and we would have to wait another week. I lost it and demanded my $99 deposit back. I was told they would 'get around to it'. I filed a complaint with the Better Business Bureau and found they have a BBB rating of F (lowest possible) and 114 current complaints against them. They are a SCAM and a FRAUD! It cost us almost $100 for them to stand us up four times and not fix anything! Do NOT use them ever!

Huge rip off. Will charge you twice as much as the next guy, and force you into believing it's an emergency and you need it. Almost paid them 6K to replace sewer drain when it turns out it just needed a good cleaning of tree roots. Another estimate from a local plumber was 1800 for the same work. Tree roots are NOT reason to replace 100 feet of sewer line! A break, crack or fracture is. Had to call the police to get these guys off my property when I cancelled a contract for work, they didn't believe me and kept working. No joke. Look at their BBB rating, that's reason enough to find someone else. STAY FAR AWAY.

The biggest ripoff company I have ever encountered wanted to charge 735.

for simple replacement of a single faucet. I will never use them and have contacted local plumber to replace same item at total of 132.00 Buyer beware. I suggest a special investigation needs done by local news channel to publish for all to see the fraud that this company offers.

also contacted Gillece plumbing and heating when my furnance was not working on 1/31/10. They came out same day and said that I had carbon monoxide leaking into my house and that I needed a new furnace. They priced a YORK 95.5% efficient furnace at $5400. I have been looking at ads and talking with people and most people had a new furnace and air conditioner installed for much less! Needless to say, the job, which was to have been completed in one day, took numerous visits over a two week period.

Now, here we are in May 2010. My air conditioner is not cooling. I had a friend's son who is an HVAC tech come over and he said that:

1) They did not connect my low voltage wire for the AC unit to the power conductor
2) They did not connect a moisture drain for my AC unit during the reinstall when the furnace was replaced - this would have caused a mess of water all over my basement floor.
3) IT'S THE ABSOLUTE WORST INSTALL JOB HE HAS EVER SEEN! HE SHOWED ME GAPS IN THE DUCT WORK AND MISSING DUCT JOINTS. It was absolutely patethic and I felt embarrased that as a single women I was undereducated and let myself be taken.

I DO NOT AND WILL NEVER REFER THEM AS A REPUTABLE DEALER FOR ANY KIND OF HEATING SERVICE.

Gillece Services Scam company

It was my experience, as well as several others that I have observed, that Gillece Plumbing will offer a low price, but once on site will be unable to fix the problem for that low price and will diagnose a much larger problem with a much higher cost and hit you with a high pressure sales pitch. They are also very hard to contact and deal with should you have a problem.

Gillece Services Rip off

Gillece Plumbing in Pittsburgh (Bethel Park) is a complete rip off. I called about the faucet on my tub not turning off and sewage backing up in my basement. They wanted $2000 to replace the faucet on the tub which usually costs $400 to $500. They wanted $1200 for video inspection of the sewer in the basement if I decided not to have them repair it. Their ad says the video inspection is free. Then they wanted almost $14000 to replace the sewer line in the basement for what other plumbers said costs about $3000 to $4000. Total rip off. I will never call them again!

I called Gillece Plumbing about the faucet in my tub and sewage backing up in my basement. Their ad in the phone book said $99 drain cleaning and free video inspection. They came and in addition to the $99 drain cleaning added $87.50 access because I have no basement access from outside. They couln't snake it open so had to use the video camera and wanted to charge $1200 for that if I declined their quote on the sewer. They quoted $1998 for a new faucet in the tub and $13950 to fix the sewer. I passed on the faucet replacement but got another quote of $400 to $500. I will never use Gillece again!

Gillece Services Outrageous Out-of-Line Pricing

I contacted Gillece Plumbing Services for minor plumbing work estimates: (1) to replace a fill valve on one toilet and check out a shutoff valve (2) check water pressure after the Borough replaced the water meter. The estimate that followed was OUTRAGEOUS and INSULTING. The estimate for (1) was 715.15 and included replacing the shutoff valve. A subsequent plumber completed the work for 119.00 and simply adjusted the shutoff valve. The estimate for (2) was 1500.60 and included adding an expansion tank to the water heater as well as replacing the regulator. A subsequent plumber explained how to adjust the water pressure with a turn on one screw on top of the water regulator and charge nothing. The Gillece agent, Gerry Hurney, tried to negotiate some minor cost savings with the addition of a "Discount Club Membership" which would cost $99 and reduce the cost of the services down to 621.87 and 1304.87. When I challenged the entire estimate, he reduced the combined work down to 1809.73. I paid the $65 service fee and asked him to leave. This company should not be allowed to operate. I am sure there are many people being taken advantage of by this business. And confusing the "good" Gillece business with the "bad" Gillece.

Gillece Services Over Charged

I needed the water supply line coming from my wall to the toilet tank replaced. Because they said their line would not work with the shut-off valve I had, they also replaced it. It took the plumber all of 5 minutes to replace the line and valve and they charged me $371.00. After doing some research, I found the flexable water supply line for $10.oo and the shut-off valve for $5.00. While there was a $65.00 dispatch charge, adding that up with the cost of the supplies is $80.00. Are you telling me that plumbers are making $291.00 an hour now?!
I paid with an American Express card and have the payment in dispute.

Gillece Services Con artists

I had a leak from Bathroom. Gillece came out and did some work. Cracked my bathroom floor also. Was not able to finish job. I signed that I was satisfied, because they had me conviced I needed a new stack. Called another plumber and he came out.They got Threw. Just ice. Meanwhile they were advertising on TV. If we dont finish job, no charge to you. What am I. They did not finish job.Did job incorrectly. And I lost 1150.00 in the process. This is not a company that I would ever recommend. These guys must take a course in how to rip people off. They were good.

Been using Gillece for years. I have never had a bad experience. Once they were a little late and snaked my line for free because they felt bad. Good people at Gillece in my experience

I was charged $500 to put a faucet on in a kitchen on the existing in tact pipes. I was charged $1300 to cut off a faucet in a laundry room with nothing else being done to it. The owner Tom Gillece refuses to return any communication regarding this. Refuses to explain the charges and work. Refuses to give me a reimbursement for his ridiculous charge...

Gillece Services Ridiculous Pricing

I have an expensive, supposedly-complex (as indicated by a previous plumber who fixed an unrelated problem) faucet in my kitchen that developed a leak. The plumber that I usually use is a single guy in business for himself (as opposed to the large business that Gillece is), and he was unavailable due to health issues. I blindly called Gillece. What a mistake. They charged the standard $65 to come to my house to look at the problem. I thought that I would also ask them to fix 2 bathroom faucet handles and one bathroom faucet, all with minor issues, while they were there. Once in my door, they quoted me a price of $170 per faucet, regardless of the problem. So the loose handle on the bathroom faucet (that ultimately took my friend 5 minutes to fix) would cost $170, just like the kitchen faucet which would require a complete dismantle and rebuild. I told the nice "representative" plumber from Gillece to not let my doorknob hit him on the butt on the way out the door, and just at the $65. My friend fixed all but the kitchen faucet in a total of 15 minutes. Those three jobs that took my friend 15 minutes would have cost me $510 from Gillece (3 x $170). Do the math - that is $2040 per hour, folks!

After waiting for them all day...(Got a phone call they'd be there in an hour) it took 5 hours for them to show. I had a slow basement drain. He didn't even attempt to see the problem. Said a snake wouldn't go in there. He immediately wanted to tear up my floor and replace the basement sink for $7000. Never even looked in the drain. Sent him on his way. Turns out, there was the too part of a broom in there( the part where you could hang it on a nail. Without even trying to solve the problem I would've gotten charged 7000 for something unnecessary and wouldn't have worked anyway! What. A joke

Anyone thinking of dealing with Gillece --HQd in Pittsburgh PA -Allegheny County--should log in to the Allegheny County Prothonotary website, search complaints against Gillece. ( If you don't know how to log in, call the clerk at the prothonotary's office for help, it is a free public records system.)You can read the lawsuits filed against them claiming overcharging and pressuring people into signing contracts for high prices and unnecessary work. You will find lawsuits filed against Gillece claiming deceptive business practices and overcharging for work. Read the complaints filed against them and you will NEVER hire any Gillece plumber, electrician, furnace repair, HVAC person. Complaints allege a pattern of overcharging customers. In my opinion there are enough serious complaints filed against Gillece that some law enforcement agency should be investigating them.

The only thing premium about Gillece Plumbing in Bridgeville is their pricing. I paid over $4, 000 for a job that shouldn't have even half that price. They refuse to give me a break-down of the costs. I don't want anyone to get tricked by them again. YOU GUYS IN THE STATES HAVE ONLY YOURSELVS TO BLAME FOR BEING RIPPED OFF. SUPPORT AND PAY PROMPLY YOUR LOCAL PLUMBER. WHAT ARE YOU DOING USING THESE UNSCRUPLESS COMPANIES WHEN YOU HAVE THESE LOCAL GUYS DOING GOOD WORK FOR REASONABLE RATES.THE REASON IS THAT YOU DO NOT VALUE THE WORK OF YOUR LOCAL PLUMBER YOU ALL THINK THAT HIS SKILLS ARE BELOW YOU OWN KNOWLEDGE YOU LOOK DOWN ON TRADES PEOPLE AND COMPARE HIS RATES OF PAYMENT WITH YOUR OWN PITTIFULL WAGES. GET WISE AND LOOK AFTER YOUR LOCAL TRADES MEN. ESPECIALLY YOU LOT WITH MICKY MOUSE DEGREES AND SO CALLED EDUCATION.

With a scolding like that, I guess we all are repenting of our ways. How foolish of us to not trust someone that will yell at us over social media as their customer base. The service people looking for work ought to all do this wise thing to get more customers.

We had a similar experience with Gillece on Monday - 1/18/2010 - as above. The plumber started out at $2, 200 to install a kitchen faucet that we had purchased - which was a "piece of crap" according to the plumber but his that he had a the truck was much better. In addition to the problematic kitchen faucet, we had a "water pressure" issue that has to be resolved first...eventually he came down to $800+ and we reluctantly gave him the $65 for the visit and sent him on his way. Next day, fixed for $170...by a plumber we would not hesitate to recommend.

Gillece tried to charge me $6000.00 to replace my gas service line. I had another company do the same work and they only charged me 825.00

Gillece tried to charge me $1500.00 to replace my shower faucets (the faucets that we already purchased from Lowes)! I called a local plumber it took him about 2 hrs to replace the faucets and a total bill of $126.00. So in other words Gillece was trying to charge me $750.00 per hour to replace my shower faucet! What a scam!

Gillece Services excessively costly

I had Gillece come to my house to recharge the refrigeratn in my air conditioning system. When I called the receptionist would not tell me how much it would cost. I thought that was strange. Now I know why. When the technician came to my house he indicated that it would cost 900-1200 dollars - outrageous! When I called a competitor I was told it would cost about 150 and the receptionist quoted my the price over the phone. Quite a difference! I would be wary of ever doing business with Gillece - unless you have a lot of money to spend (and waste!)

Gillece did the same thing to me! We wanted freon in our central AC unit. The technician refused to inject the freon before: acid washing coils & performing a full system leak inspection to the tune of @ $2100.00. Then he explained how it would OBVIOUSLY be more adventageous to just buy a new AC unit for aproximately the same price. Then he asked me if I would like to immediately complete a credit application, or, he could have his sales manager come to my home IMMEDIATELY (after waiting 2 days for them to show...they cancelled each day) right then and there to talk to me about the new ac's. He absolutely refused to just put the refrigerant in the unit as I requested and leave! I ended up paying a $95.00 charge for him just showing up to do nothing. I didn't want to pay. I knew I had just gotten railroaded, but it was the only way to get him out of my house!
