Department of Home Affairs review: Smart ID application paid but no slots available for months for appointments

I was told to do the application online and made payment accordingly. Then book an appointment online but whenever i go online there are no slots available Received notification that if i do not visit DHA for biometric i will lose my fee paid. Again tried to book online but unsuccessful. Then visited a branch (Tygervalley Centre) who refused entry without an appointment.
While in the queue someone who had an appointment advised that she paid for a booking and sent me the contact details of a third party. So my question is, who is this person that can arrange an appointment for you at a fee? How are they affiliated with DHA (a staff member who is coining it?) Why should i pay a third party for a free service? Please provide me with answers DHA.
