Netspend / mailing cards to minors

My 13 year old received an offer from netspend in the mail, complete with card and account number. I immediately contacted netspend to gather information on how they came upon my child's information. I contacted the customer service line, which no one answered. I then contacted the decline offer/opt out line. At no time did I speak to a human, nor was I given the option to. I think it is unethical and disturbing that netspend would send a card to a child. Per their recording, a person must be 18 years old to activate the card. It seems like a person should also have to be 18 years old to request information about the same, and should not be so easily accessed "through partner sites. "
