Geico Insurance / insurance claim

My daughter and I were at a 4-way stop. After I stopped and then proceeded through a truck ran through their stop sign (to my right) and hit my car. The truck driver said "Sorry, I didn't see you." I called 911 and was told to swap insurance because there would not be police to respond since there was no injuries to report. The next day the truck drivers insurance company called to report that they would only pay 30% and when I complained about it I was told there was nothing that could be done because
my Geico representative (Jack @ [protected]) had agreed to it. I called Jack and was told "You are lucky to be getting 30% because he was on the right and had the right of way." Did the law change? Do people on the right not have to stop at the stop sign? I've never felt more victimized than I do now. I have three cars and my home insured through Geico/Liberty Mutual. This makes me sick!!
