Catoosa Utility District Inappropriate billing

I had a water leak at my leak and was charged over $500 to repair the water leak. The leak had been undetected until the meter was read and within days, the repair was completed by Keefe Plumbing. The water bill was outrageous! The same signs of the leak were witnessed and the company was called back to find no leak, but the water bill again was outrageous. The plumber re-dug the hole to discover the pipe was not leaking, but was able to detect a small leak, possibly in a toilet once the water main was shut off. (Which should have been done prior to re-digging the hole). Once the hole was filled, the water leak came back again. The plumber was called out to repair the leak again (third time within 4 months), but this time, finally, at no charge. The ensuing water bill had been discounted to a whopping $1, 300. That was the discounted price! My water bills for the entire year were not even $1, 300 for the whole year, actually, two years worth of service probably not even $1, 300. It was evident, i did not have a pool, i was not working a car wash at my house! Why could the bill not be adjusted to regular (average) rate for this problem or the difference charged to the plumber for this ongoing problem? This bill is now in collections and I do not even own this home anymore! This is absurd!
