When you submit a refund application and selects the dispute type as "Destination port charges are too expensive", the system will pre-judge the responsible party according to trade terms in the contract:
If it is identified as your responsibility:
Both parties negotiate freely during the negotiation period. If no agreement reached or you don’t cancel the dispute manually in 30 days after the refund application is submitted, the system will make a judgement automatically as your responsibility and close the dispute. The dispute will not be closed or escalated automatically within 30 days and no Ask Alibaba.com to mediate button.
