Bought a Toyota Prius (2018). Since I buy it, I been having suspension problems.

I took my 4Runner to Ventura Toyota to help find out what's wrong with it. I brought it on a Friday and they gave me a rental car to use while they checked it out. I talked to this Sales Associate named S *** a bunch of times from Friday evening to Saturday evening. He kept saying that he and his technicians drove the car but couldn't find any problems. I kept talking to him and asking to talk to his boss about the problem because it had to do with the brakes and a recall. He kept saying nothing was wrong. I gave him a detailed description of the problem and told him that my mechanic said it might be a certain part. He hung up and called me back 20 minutes later saying that another mechanic drove it and it was indeed the part I mentioned, and it would cost $3900 to fix. I had to keep the rental car over the weekend because they were closed on Sunday. I was still talking to Toyota about the cost of the part. On Wednesday, I went to return the rental and get my truck back. When I walked in, they asked if I wanted to talk to the boss and for the rental car key. Once they had it, they told me the boss wasn't there and S wouldn't give me my car key back unless I paid. He said, "what did you expect, us to work for free?" He held my car hostage and wouldn't give it back unless I paid. He charged me for the rental and also charged me for a diagnostic test. When I got the paperwork, it said there were multiple problems that I said I didn't want fixed. He never went over any of the issues with my car and never talked about any work that might need to be done.
