Orlando International Airport (MCO)fees charged by ground transportation personnel for assistance

Southwest flight #925 was delayed and with absolutely no personnel available to assist wheelchair occupants, a random "Ground Transportation" person pulling a flatbed dolly offers assistance, for a "tip fee". It was 10:30 pm and I had no choice but to pay for assistance.

Question: Do you not pay the Ground Transportation personnel who pull the flatbed dollies since they "hustle" the customers for a "tip fee"?
