Netflix / netflix video streaming account

In September 2018 I contacted Netflix to put my account on hold since I was leaving my home in Los Angeles for a two months stay on the East Coast.
Instead of cancelling my account Netflix changed my service to their highest platform rate. For the past nine months I have been billed at the highest rate rather than basic service. I called Customer Service and asked for a credit or refund. The company refused to honor my request.
