Central Rental / Non refund of bond

We hired a car from this company for one week from 15th to 22nd October and we have still not had a refund of the bond money. Each time I contact them, I am given a mobile number to contact regarding the refund but I cannot get through on it. It just goes to a message asking me to try again later. No one at the hire company seems willing to help and I am getting increasingly frustrated with this company. When we got the car, we noticed a couple of marks on the wheel arch within seconds of the delivery guy leaving. We immediately rang him and asked him to return to inspect it but he just asked us to make a note of it on our copy of the agreement and said he would check it out when he collected the car. We had finished with it a day early and rang to say so. We were fully aware we would not receive any kind of refund for the early return. The guy collected the keys the following day and said he would return for the car. By the fifth day after it should have been collected, I had to ring them to ask them to collect it. They had forgotten all about it! They collected it the same day but I still have not received a refund of my bond money. Please advise what I should do now as I do not know where to lodge an official complaint.
