Cwss Inc - immigration to Canada

Hi, Does anyone know which department in Philippines can I file a complaint to against a company who helps with immigration application. Id like to file a complaint against CWSS Inc that they ask agents fee that is not so steep since they will only help you what documents to prepare and what to fill up in the application form. 100 THOUSAND PHP is way too much.
