Built Well Solar I was promised and sold a solar system for my house that would make enough energy to cover my electric bill

I was promised and sold a solar system for my house that would make enough energy to cover my electric bill. Dan, the owner, admitted that the first system installed hasn't been providing enough energy and said he'd put in new panels to fix it. I paid for 2 new panels upfront, but it's been 6 months and he still hasn't installed them, even though I paid already. He keeps promising to get the job done and pay my electric bill caused by his mistake, but he hasn't done either yet.
