The next month, of course, is January, when there is little sun and high heating needs. Rooftop solar does not cover the electricity need, and because APS cashed out the excess in December at a very low price, they get to charge me a very high price in January.

I've asked customer support to change the cash out date from December to March, but of course, they said it was not possible.
A date change should be easy to do. All of this billing is done by computer, and the computer does not care what date it is programmed for. So the real reason "it is not possible" is because it is financially in the favor of APS to do business this way.
