I live in an HOA that hired this company in July to dredge some of our ponds

I live in an HOA that hired this company in July to dredge some of our ponds. They keep delaying our association with excuse after excuse. We've heard too much rain, still trying to get permit, then it was too cold, then Covid, and now we're back to waiting on a permit. They've had 14 months to get the permit from our small town community.

05/21: When we first started our contract with Aqua Doc Lake & Pond Management, we made it clear that we wanted a beautiful aqua blue color for our pond and requested that the weeds be sprayed along the shoreline, about 2 feet out from where the water meets the land. Unfortunately, this didn't happen as expected. Our pond remained a dark blue-green color, and the weeds were still about 1 foot tall and only 6 inches away from the shoreline. I spoke to a woman who assured me that she would contact our pond specialist and make notes in the system.

08/17: I was really upset by this point and made it clear over the phone that I wanted to speak to the manager of the pond specialist. However, nothing changed despite my request.

09/10: Since nothing seemed to be improving, I asked if I could speak to the manager in charge. The person I spoke to said they would have someone call me by the following Monday (09/13). Unfortunately, I didn't receive a call on that day. Frustrated, my husband called again and spoke to ***, who requested pictures. I promptly sent the pictures. However, the specialist named Julu informed my husband that it wasn't his responsibility and that they don't spray the shoreline.
