Avis - Unauthorized charge/fraud

Rented a car from the Des Moines Airport location for government travel purposes. I returned the rental car with a full tank of gas and I was charged $139.86 to my government charge card for fuel service. I contacted the location to dispute the charge and the employee said they would look into it and get back to me. I still have not received a call from them and they won't answer. I called the general Avis customer service number in which they said if I provide a gas receipt they will refund the charge. So, Avis will fraudulently charge you for gas and then wait to see if you reach back out to them to dispute the charge and then require you to provide documentation for their mistake. Clever business model.

I will be using all possible avenues to report this incident to expose Avis' unethical behavior which I am sure was not an isolated incident.
