United States Postal Service [USPS] review: Postal employee willfully and repeatedly delayed and returned my properly addressed mail

A clerk in the depoe bay post office, oregon, admittedly returned my 1099 because it had only my street address and not my po box #. Even though I worked in said post office for the past 10 years. When the 1099 was put back in the mail system with my post office box #, the same clerk withheld and did not deliver the correctly addressed mail piece, but instead returned the mail piece to the sender a second time saying there was no mail receptacle. Shortly before this incident, my eip payment from the government, which was addressed properly, never made it to my po box and it was returned to the irs as attempted not known, which is a blatant lie as the clerk has known me since his first day at the post office which is approximately 3 years ago because I have worked there for the past 10 years. I brought these illegal delaying and withholding of my mail to the post master and no disciplinary action was taken.
