Signs not posted before snow removal

The City of Spruce Grove failed to post residential street snow removal signs in the Hillsdown subdivision. According to Bylaw #C-911-15, the city is supposed to post these signs 72 hours before snow removal operations. No such signs were posted and my vehicle was towed. I had to walk more than an hour to retrieve my vehicle and had to pay $120 cash to get it back. I will be calling them tomorrow to ask if this is regular practice on their part to increase revenues or if it was just negligence.
