Here are some recommendations
1) Create a whatsapp number for submitting important complaints to top management members.
2) Dedicate an entire floor of the hostel only to those students who have proven their academic capabilities and good behavior.
3) Have guards do random corridor walks after 11 PM every night to check for loud music, smokers, drinkers. They usually smoke and drink in the bathroom balcony late at night.
4) The small shop next to the restaurant near the F-Block sells cigarettes to students, place a guard there.
5) Introduce small punishments like 5 day suspension, Hostel staff is understandably reluctant to give punishments like rustication and months of suspension, hence decide to let things like this go unpunished.

If four students were rusticated then I can assure you that no one ever heard of it, neither I nor my roommates. Whenever I reminded the drunk students that their behavior will get them suspended, they would say "No one ever gets suspended", and as I am into my third year at your university I can assure you that no one ever does.

I have been to the authority with this several times but then I was threatened and sometimes beaten by my fellow students because I cannot remain anonymous when they know the only person who doesn't acquiesce to their brute behavior, unlike the staff members.

I would like to see this university reach new heights and achieve it's goals, but if there is no proper line of anonymous communication with management (Not the hostel staff who are friends with these brute students) and problems continue to be solved in a way that the accused can figure out who complained against them, then this university will always remain a place where academically inclined students never want to return to.
