Martin Estates Apartments Dog barking nonstop, locked up in a cage or room all day and night, never taken outside

Dog barking nonstop, locked up in a cage or room all day and night, never taken outside. Homeless folks staying here who don't even live here. Drug deals going down every day, both at night and during the day. We've been reporting this for a while now, but nothing's being done about it. People revving their engines and blasting music at night, disturbing the peace. The windows in our apartment have been moldy since we moved in, and we've reported it, but it still hasn't been fixed. The people living above us are messy and incredibly noisy. They also have a loud dog.
