The Deal Man / items not received and payment not refunded

on oct. 19 2016 i placed and order for two pairs of shoes, after two weeks started emailing them to ask why only one pair was shipped out, they sent an email after 3 days telling me it could be up to 30days, an offered a 10 dollar credit for my inconvience stating that they for sure were on the way. several emails later that i sent, with no reply back i had to contact them on facebook an they said that they would check into it. now its 30 days later and still no shoes and no refund. can someone help me please.
