Popeyes - Everything

Why do the Popeye's on Anthony Street in Morgan City Louisiana still do have not indoor dining even the workers are complaining this is not the first had problems with this location? They are the only restaurant in St Mary parish that is Not fully open, the other Popeye in Morgan City is open, so what gives?

Desired outcome: Open the dam store!
