Royal American Management review: Rental guidelines

I have watched our manager move in several family members over the last 7 months. I live in a 1 bedroom apartment with my sister. She's had her application in for almost 2 years. I've put in for a 2 bedroom (as i am her caregiver) over a year ago. I sat her and watched an empty building fill up and listened to her promises over and over to move us. I've talked to her, my sister has talked to her and here, almost 2 years later, we are still waiting after seeing her move in brothers, sisters and cousins of hers. How much longer do we have to wait. I am certified as her care giver and she can not live alone. Both of us are on social security.
