Unexplained forced charges and irresponsible deceptive actions
QMR has a habit of charging extra 'special assessments' most years, about a few thousand extra dollars for each unit, which are automatically billed, essentially doubling the assessment fees.
This year, 2023, the special assessment of $20,000 is supposedly for safety issues concerning a project to fix the stairs. We've asked for details concerning where these funds are going, and N****** M****, the manager, has been using deceptive and irresponsible practices, avoiding answering these questions.
QMR manager N****** M**** has:
1. required us to remind her multiple times for her to send any documentation.
2. sent us scribbled and vague meeting notes, totaling a few sentences, concerning the approval of said project.
3. charged unit owners money before having a professional provide a quote.
4. required us to remind her that she needed a financial quote to proceed.
5. miscalculated and overcharged said special assessment
6. used her medical disability to garner sympathy, even though she has time and assistance to do her job right
7. scheduled meetings when she knows no homeowners would be able to attend.
8. not attended meetings where she knows homeowners are expecting her
9. required forms be submitted at the last moment when it helps her avoid answering questions
10. asked me to acquire a power of attorney for myself, as she claims she does not know who I am, even though we have been communicating for years.
11. not picked up the phone, responded to texts, and only selectively responds to emails that help her receive money.
12. not provided a safety evaluation, which is why BOD says said project is happening, even though no visible safety hazard can be seen
13. not cleared up confusion concerning why BOD is saying government is involved
14. sent us emails with numerous typos, poor formatting, and sometimes nonsensical sentences, making it hard to understand.
15. refused to explain why the stairs are being fixed, despite homeowner's voiced confusion over the matter
Over the years, we have been kind and respectful to her, even though she only acts civil when she thinks she can achieve what she wants. We have organized with other homeowners to figure out information, check errors in details, and find times where we can meet that do not disturb N******'s health issues, essentially doing her job for her.
We have given her several chances to correct each of her mistakes, and while a few like overcharging and financial appraisal have been fixed, she has since avoided any sort of communications to fix these problems, all the while she is working hard to find ways to collect money. We have told her that if she continues to collect money from homeowners without acting with any basic form of responsibility, we will assume she is using deceptive practices to charge homeowners for any reason she can think of.
Unfortunately N****** has decided that ignoring homeowners will solve all her problems.
Desired outcome: We would like QMR to correct the problems listed here if possible, and if not, to tell homeowners that they will try their best to avoid this happening again.

I gotta say, this Quality Management and Rentals place ain't all that great. My place is freezing and the heat only works sometimes. And don't even get me started on trying to contact them. You can't leave a message and they just keep ringing you until they hang up. Not cool.

I been living here for 2 and a half years and had 3 problems with the rental company. The last one is about my mail that went missing. I sent emails but they didn't reply on purpose. They only care when someone else has a problem. I need to document this because they treat me unfairly. I want to complain.

They didn't even bother to inform me by letter about the fees they were charging me - I only found out when they sent me the information. It felt like a total scam!
