How is that 'subtle discrimination'? Are they applying this rule to you only, or to all customers? It is not discrimination; it seems to be a genuine loss prevention strategy.
Your main problem seems to be that customers give you dirty looks when you have a large amount of groceries in your cart in an express line; this is not directly Safeway's fault. I would give dirty looks if I saw someone do that in my local shop.

That seems a bit dodgy, but I do not totally understand what happened; you said you left the movie before paying, yet had to wait to get the difference refunded. Perhaps there were extenuating circumstances that you were unaware of. I would suggest you contact the store manager if you feel truly affronted; write a formal letter of complaint or make a phone call.
They have to check! People try to get away with a lot when they return clothes. Maybe in the past someone bought an item of clothing, altered to wear it and then returned the item. The customer is NOT always right; that statement was an advertising slogan.
